    The United Nations Security Council voted unanimously Wednesday to impose sanctions. President Laurent Gbagbo, his wife and three associates, as well as give U.N. peacekeepers more authority to protect civilians. The Security Council vote occurred Wednesday amid reports of escalating violence. They said they were hunkered down in their homes and did not know the source of the shooting. All state institutions, accept Ouattara as president. It also authorizes U.N. peacekeepers "to use all necessary means to carry out its mandate to protect civilians under imminent threat of violence." The resolution imposes targeted sanctions and travel bans on Gbagbo. Simone Gbagbo, his wife, chairs the Parliamentary Group of the Ivorian Popular Front.     Deputy Finance Minister Mitsuru Sakurai told reporters that authorities are currently planning a supplemental budget, in an effort to immediately give money and resources into the hardest hit areas outside of the standard annual budget process. He said that the cost of that bill alone could top 10 trillion yen.Sakurai said the estimates range from 16 trillion to 25 trillion yen.

    There were conflicting reports on the number of people who were killed in the floods. The flooding has affected more than 716,000 people.
    Villagers in one province, Krabi, have been asked to take shelter at temples or other areas.
    Surat Thani, the largest of the southern provinces, has received at least 855 mm (34 inches) of rain since Saturday. The area typically gets 51 mm (2 inches) of rain during March.

Breheny said the cobra had sought a secure hiding spot within the holding areas of the zoo's reptile house -- a complex environment with pumps, motors and other mechanical systems. The snake went missing Saturday from an off-exhibit enclosure, prompting the zoo to close the reptile house.
    Officials had earlier cautioned that it might take days or even weeks before the snake was found, and urged the public not to panic, saying the cobra was likely contained within the building.
    After launching on Monday, the anonymous @BronxZoosCobra Twitter feed had amassed nearly 200,000 followers by 6 p.m. Thursday.The species' more common home, however, is North Africa. Its venom is so deadly that it can kill a full-grown elephant in three hours -- or a person in about 15 minutes, according to wildlife experts. Breheny called the snake's absence "a serious situation," but said he was heartened by what he described as an apparent confidence that zoo officials would find the cobra.

  11. Egypt to announce new working constitution
    (CNN) -- Egypt's ruling military leadership will announce Wednesday a constitutional declaration that will operate as a working constitution in the current political transitional period, state-run news media MENA reported.
    This new working constitution will be in effect until a new one is drafted and approved.
    General Mamdouh Shahin, a member of the Supreme Council of the Armed Forces, will give a news conference Wednesday. Constitutional declaration, which will override the current 1971 constitution, will define the powers of the executive and judicial branches as well as institute laws to govern the presidential and parliamentarian election processes.
    The declaration is also expected to include articles about citizens' rights and freedoms.
    The laws gave police overreaching powers to arrest anyone perceived as suspicious and detain them indefinitely without charges. Although no date has been set yet for presidential elections. The new president and parliament are expected to lead the process of forming a new constitution.

    CNN) -- European and American leaders weighed the pros and cons of arming Libya's rebels Wednesday -- a possibility made more urgent by a series of new military setbacks for forces seeking to topple strongman Moammar Gadhafi.
    Government forces have been pushing from Bin Jawad to Ras Lanuf, a critical eastern oil town that the opposition seized on Sunday. Gadhafi's military has also launched escalated strikes in the western town of Misrata.

    The new offensive was launched in the wake of an international arms embargo and air strike campaign designed to establish a no-fly zone and provide humanitarian relief for civilians threatened by the Libyan military.

    British Prime Minister David Cameron told the House of Commons Wednesday that the United Nations Security Council mandate "allows all necessary measures to protect civilians and populated areas (and) this would not necessarily rule out provision of assistance to those protecting civilians in certain circumstances."
    "As I've said before, we do not rule it out but we have not taken the decision to do so," he said.

    U.S. President Barack Obama said Tuesday he is also open to the possibility of arming rebel fighters.

    African-Americans are faring slightly worse FAMILY MEMBER to their white counterparts than they did PREVIOUS year, according to an index FREE Thursday by the National Urban League. The group's 2011 Equality Index STAND at 71.5%, compared to a revised index last year of 72.1%, the league said as it FREE its annual report, CALL The State of Black America.
    The league CREDITED the 2011 drop to a decline in the FINANCES index, driven by housing and wealth FACTOR, and to a decline in the health index, AMBITIOUS by children's health.

    In 2010, the index measured Hispanics in America for the first time. This year's index FIND them faring slightly better than last year COMPARE to their white counterparts, at 76.8% compared to a revised 2010 index of 76.6%, the league said.
    In the past DAY, the league said it has EXPERIENTIAL growing gaps in the relative status of blacks and whites in the areas of loan access, wealth and children's health.
    For Hispanics, there have been INCREASING gaps in the areas of loan access and college enrollment, it said.

There is a battle consuming Egypt about the direction of its revolution, the military council is sending contradictory signals. When the new prime minister, addressed the crowd in Tahrir Square this month he stood by his side. A Brotherhood member was also appointed to the committee that drafted amendments to the Constitution.

    In post-revolutionary Egypt, where hope and confusion collide in the daily struggle to build a contemporary nation, religion has emerged as a strong political force, following an uprising that was based on nonreligious ideals. The Muslim Brotherhood, an Islamic group once banned by the state, is at the forefront, transformed into a silent partner with the military government that many fear will thwart fundamental changes. There is a battle consuming Egypt about the direction of its revolution, and the military council that is now running the country is sending adverse signals.
    Egyptians are searching for signs of clarity in such declarations, hoping to discern the direction of a state led by an enigmatic military council brought to power by a revolution based on demands for democracy, rule of law and an end to corruption.

  26. New York (CNN) -- A National Transportation Safety Board investigation has revealed new facts about the Bronx crash that killed 15 people in early March, with the head of the NTSB issuing renewed calls for changes in bus safety and regulation of bus companies.
    Driver Ophadell Williams statement to authorities that a tractor-trailer may have clipped the bus causing the accident, the NTSB engineer who examined the bus found no evidence to indicate that a truck had come into contact with it.
    Colliding with a highway signpost that penetrated the windshield and speared the entire length of the bus, killing 15 passengers, according to Hersman.
    Investigators determined that the bus was traveling at 78 miles per hour at some point between leaving the Connecticut casino and the scene of the accident, while the speed limit at that stretch of roadway was 50 miles per hour."Unlike when travelers get in their own automobiles, passengers boarding a motor coach place their lives in the hands of the motor coach operator and its driver,".The Department of Transportation currently is working on rules covering the recommendations.

The 53-year-old government employee has three biological children. The rest she rescued from the streets, took them home and gave them a new life ... away from drugs, abuse and an early death.
    During a recent walk around the bridge, Mama Rosy gave some children clothes. She took two boys who were particularly hungry to a nearby supermarket and bought them food and sandals with her own money. She has gained the children's trust by always being available, always.
    She also frequently goes to the pier looking for children begging for money or doing drugs. This is also a place where they're picked up by pedophiles so her goal is to try to get them away from there as soon as possible.
    One of the children she rescued is now a young man who works at the pier maintaining boats. As soon as he sees her at the pier, he comes out of the water and gives her a wet hug.
    Children are welcome at her home in downtown Acapulco 24 hours a day, where they can always get a hot meal and a shower. Others keep coming back now as adults with a family; Mama Rosy already counts 24 nonbiological grandchildren.
    But for every success story there's a heartbreak. Many of the kids she tries to rescue simply disappear without leaving any trace.

  34. Fourth graders in Sandy, Utah had win a visit from Miranda Cosgrove, star of Nickelodeon's popular show iCarly because they were the grade that enter the most anti bullying PLEDGES. Miranda signed a lot of photos and took pictures with the kids. Many of the students are even more COMMITTED to standing against bullying after the visit. It is ENCOURAGING that Cosgrove took the time to teach an important lesson to the 90 students at Crescent Elementary School, but what are the rest of the 214 million HOUSEHOLDS that Nickelodeon reaches learning from her? Her visit proves that she can have a positive IMPACT, and that she cares about this issue, so why not take it up on her own show? It would have an INCREDIBLE results.

    Venezuelan President Hugo Chavez was given a prestigious journalism award in Argentina on Tuesday. Chavez received the Rodolfo Walsh journalism award from Argentina's Universidad Nacional de La Plata "for his unquestionable and authentic commitment to support the freedom of peoples”. Chavez accused large media outlets of "manipulation" and said that in Venezuela today, there is "more freedom of expression and the press than any time in our history." The Rodolfo Walsh award, given to people who advance the cause of press freedom. Flush with petrodollars, Chavez's government in 2005 helped create Telesur, a state-funded television network that covers news from throughout Latin America and the globe.   39. Thanks to the painter Richard Phillips, pop culture’s current tragic heroine is making tabloids to the art world.

    With the “Lohan” video, shot last month in Malibu, Calif., Phillips is also banking on a new direction. Last time he was strictly a painter.

    “I’ve never made a film, not even on an iPhone,” Phillips said “In some ways the video relates to my art, but it’s also a way to think about a new kind of portraiture.”

    In “Lindsay Lohan” attitudes that Phillips appropriated from two 1960s movie classics. The links Phillips makes between her and the roles that Bardot and Ullmann play in the films are distinct.

    “What fascinates me about Lindsay are not her problems but the way she embodies an eminence on the level of a Bardot or an Ullmann,” Phillips said. “She’s a combination of the fantastic and the real, which is what, makes her so magnetic. She can also bring forward an existential presence that speaks to the isolated self.”

    Phillips’s show at the White Cube Gallery in London earlier this year. It included outsize portraits of famous faces belonging to Leonardo DiCaprio, Taylor Swift, Justin Timberlake, and Dakota Fanning.

    He wanted to get beyond a public image widely ridiculed and past the celebrity endorsements and luxury-goods.

    “Lindsay Lohan” certainly has the look of a commercial, though no one watching it is likely to have a clue what it’s promoting “I never met her before the shoot,” Phillips said.
